Update tzdata: Mexico abolishes DST, Chihuahua adopts year-round UTC-6

Update tzdata to 2022f. Mexico will no longer observe DST except near the US border: https://www.timeanddate.com/news/time/mexico-abolishes-dst-2022.html. Chihuahua moves to year-round UTC-6 on 2022-10-30. Fiji no longer observes DST.
