Interactive Metrics Enhancements for Recent Updates and Display Order

Interactive metrics imprs. Fix metrics from parallel replicas not being fully displayed. Display the metrics in order of the most recent update, then lexicographically by name. Do not display stale metrics. #71631 (Julia Kartseva).
